he recent Irish Planning Institute
(IPI) awards for good planning were
marred when it emerged that one of
the short-listed entries for a new
public park and riverbank walk
along the river Boyne had not been authorised
by the owner of the land.
Meath County Council was short-listed in
the Plan Making category for its Flower Hill
and Abbeyfields Urban Design Plan in Navan,
which it claimed would be funded by a €7.6
million grant from the Government’s urban
regeneration fund.
This news came as something of a surprise
to the owner of the land, who received the
go-ahead from An Bord Pleanála in May 2021
for a nursing home and apartments on the
site.

r Seán Ó Domhnaill is a Consultant
Psychiatrist, an advisor to the Life
Institute and an expert in ADHD..He
seems to generate a lot of complaints from
his patients. In 2017, evidence he gave
evidence to a murder trial that was dismissed
by counsel for the prosecution, Remy Farrell
as “quackology”, claiming the doctor's lack
of familiarity with the evidence was
"stunning".
O’Domhnaill has taken a pasting on Reddit
(though he also has vociferous support
including from those who say he never takes
fees from those who cannot aord them) and
he recently apparently replied (sic):
“I have 11 kids who are great lads and

Paddy White of Kilberry, County Meath, said
that the Council cannot possibly achieve its
ambitious plan for the land as “part of their
proposed site enjoys a planning permission
granted on 5th May, 2021 for a Care Centre,
consisting of a 156 bed nursing home and 40
apartments”.
In the many meetings with the Council
before the granting of this permission, the
Council’s plan “for a public park in this area
was never discussed with us”, White wrote.
However, he continued, “we were aware of
the desire to open up the riverbank and allow
pedestrian access and fishing along the bank
and we provided for this in our proposed
development”.
As the gala ceremony for the ‘Irish Planning
Awards’ in the Clontarf Castle Hotel in Dublin
approached on 28 September, the IPI told
Village that it could not confirm whether the
short-listed, and probably flawed, Plan from
Meath County Council would win a prize.
In response to a complaint by White about
the inclusion of his land by MCC in the awards,
the IPI senior planner, Dr Seán O’Leary wrote:
“Entries to the awards are evaluated in
comparison with other projects and initiatives
in that category. In the plan making category,
in particular, implementation is a matter for
the Council, agency or body involved and it is
not something the Institute has a role in.
The plan you refer to is one of nine entries
shortlisted in that category from an original
twelve entries. The award winners are
confidential until the ceremony on 28
September so I am not in a position to discuss
this further, nor was I a member of the judging
panel whose deliberations are also
confidential and whose decision is final”.
MCC has not yet replied to a similar
complaint made by Mr White in early
September.

they developed as they self-medicated the
alexithymic hyper-anxiety…
