    Pervasive effects of precarious work

    Employment in Ireland is often spoken about in terms of the economic recovery and falling unemployment rates. However, the real issue that needs to be addressed is job quality and the types of jobs that are being created. There has been increasing recognition that for many workers in Ireland and Europe employment has become insecure, with temporary and casual work increasing. The FEPS-TASC Report, ‘Living with uncertainty: the social implications of precarious work’, sets out to map precarious work in Ireland, and the impact this type of work has on precarious workers’ lives. This research involved 40 in-depth interviews with men and women living in Ireland, aged between 18 and 40, who work or had worked in temporary employment, were employed on a part-time basis with irregular hours and/or were hired on a self-employed basis. There are many definitions of precarious work, as no agreed definition exists. However, for the purpose of this report, we are focusing on employment that is contractually insecure, which includes part-time with variable numbers of highly skilled people are now being locked into insecure employment. A number of sectors of the Irish labour market have a disproportionate share of precarious work. Eight sectors scored higher than the national average. Transportation had high levels of solo self-employment, human health was characterised by a high level of part-time work, and education had a high level of temporary work. The remaining sectors (construction, wholesale and retail, accommodation and administration and support) had two or more dimensions of precarious work at relatively high levels. “Other NACE sectors”, which include occupations such as hairdressers, sports facilities workers and artists, scored high on all three dimensions. To understand the effects of precarious work, we need to look at life outside of the workplace, like the house-hold situation and access to social supports and services. We need to examine the consequences of precarious work for quality of life because, even though the basis of contractually precarious work might be similar in different countries, the experiences differ as a consequence of the availability of public services and state subsidies – for example, universal healthcare or child-care. The following are our main findings in the report. Precarious workers did not choose to be precarious First, the report found that none of our participants chose to be in temporary and “part-time with variable hour” employment. Much of solo self-employment was also not entered by choice but interviewees were forced into this arrangement as a condition for their employment. Importantly, we discovered that many people are unaware that they are working precariously; there are many workers who are working without a contract, or who assume a rolling contract to mean permanency. This finding points to the need for employers to be up-front about contractual status. Precarious workers cannot afford to be sick The report found that precarious working conditions can have a negative effect on physical and mental health. On top of that, the majority of participants cannot afford to be ill. The burden of expense is felt in two ways: through no paid sick leave, and as well as the expenses of paying to see a GP and for medication, tests and follow-up appointments. This lack of support can result in having to make hard decisions such as whether to first buy food, or pay bills or rent. Medical cards and GP cards are means-tested and most precarious workers do not fit the eligibility criteria to obtain them even though they are not able to afford primary care services. Precarious workers have difficulty finding stable housing The housing crisis in Ireland affects families and individuals with very different backgrounds. However, the difficulties that people in non-standard employment encounter are even more pronounced, as they lack economic stability. Precarious workers are not left with any other choice but to rent, or if the option was available to them, to live in the family home. With tightening mortgage regulations, (which followed the economic crash), and soaring property prices, people working in non-standard employment are unlikely to be approved by any lending bank. At the same time, renting in the private market has become prohibitively expensive in the last number of years. This has resulted in bouts of ‘hidden homelessness’ for many of our participants, situations during which they have nowhere to live and are forced to sleep on friends’ couches or stay with their parents. Precarious workers postpone having families It emerged from our interviews that having children was often challenging for precarious workers. While some decided to have children regardless, the majority of our participants continued to postpone childbearing. Postponement of childrearing amongst precarious workers is often not a choice based on individual preference. Instead, while precarious workers want to have children, their financial insecurity, directly related to their contractual insecurity, prevents them from becoming parents. For those who already had children, maternity leave and childcare are the most important issues that they face. It became clear through the interviews that maternity leave is challenging for women in precarious employment, especially for those who are on temporary contracts. First of all, the contract may be shorter than the actual leave. Likewise, for those who were on temporary contracts, maternity leave is a possible obstacle for the continuity of their employment. Formal childcare is too expensive for participants who have insecure incomes and thus alternative arrangements are often necessary. In the most extreme cases, one of the parents has no other choice but to quit their job. Such a decision is usually not based on traditional gender roles, but on employment status. Based on the interviews, precarious work does not appear conducive to having a family. Precarious work leads to insecure lives Contract insecurity and wage unpredictability lead to workplace insecurity and create insecure and unpredictable lives. The lack of independence that precarious work entails often creates a situation in which many people must live with their parents and thus are unable to develop independent lives.     Dumb greens and unions

    One of the things historians may dwell on is how the key December 2017 and February 2018 eu drafts of the Brexit agreement came to take the forms they did. It is all the more important since the inept UK Government of Theresa May failed to produce its own draft, though it might have been expected to do just that. Of course that suggests a lack of seriousness on the UK’s part about the agreement and perhaps that the EU Drafts may not go as far as we, and the EU, think, but that is a separate matter. In particular it is interesting that the drafts – the first a draft political agreement, the second a draft legal agreement with the same substance enshrine the EU’s rules for the customs union and single market but not its rules for multifarious other spheres of eu activity that bind the UK while it remains a member of the EU: most notably on the environment, labour and consumer affairs. The body politic and commentators have missed the following: the UK could become the trading neighbour from hell by ignoring EU environmental, health, labour etc standards – exploiting the competitive advantage over the eu you’d expect from a country saving money by keeping these standards low. It is interesting is that so many dogs have failed to bark. One might have expected the British trade unions to be shocked at the potential dangers to workers’ rights if EU standards are abolished and they become subject to the whims of a hawkish Tory party. But they didn’t because, like the British Labour party of course, they can only think of the superior standards Jeremy Corbyn will bring to the sphere. This is self- absorbedly naïve. Corbyn will not be in power for ever and the Tories won’t be going anywhere. When they return they will not have to observe the comfort blanket that EU standards provide. We know well the frustrations of the Tory party over the years with what used to be known as the EU’s ‘Social Chapter’. Nothing is as certain as that they will not observe its prescripts on issues like maternity and overtime if they return to power in some post-Brexit outturn. There are occasional insights into this thinking but mostly the protagonists remain mute. Surprising too that the Irish unions have made so little noise about it but then the Irish Congress of Trades Unions and SIPTU are both challenged by having members and remits both North and South of the border. You’d think they’d be on the warpath. Environmentalists and Green parties have said little perhaps because typically they languish far from the vehicles of power and tend not to be as forensic or aggressive as the circumstances here demand. Village tried to provoke the establishment media, most of RTÉ’s and the Irish Times’ Europe, Northern Ireland and Environment correspondents etc (by twitter) into recognising their failure to cover this issue but – to a man – they’re too complacent, and probably too immersed in politics and economics, to think about social and environmental rights and rules. The issue is clouded as terms like “a common regulatory area on the island of Ireland” and “a single regulatory space on the island of Ireland…” in themselves don’t do justice to the fact that there are important areas that will no longer be regulated by the EU. It’s also a bit difficult for many people to get their heads around as “regulatory alignment” of Northern Ireland with the EU is only envisaged as a ‘backstop’ if the UK can’t strike a more wide- ranging deal with Ireland and if a technological border solution proves impossible. Of course with only a year left to Brexit it’s looking increasingly like neither of the two contingencies will come to pass. The easiest way to avoid the backstop is for the UK as a whole to remain in the customs union and the single market. But the UK government insists this will not happen. Because the contingencies are uncertain they were left out of the draft Withdrawal Agreement which is a strictly legalistic document, thought they had appeared in the December political draft – and they remain politically possible. It’s complicating too that the Tories and Brexiteers so vociferously think the common regulatory area described in the EU draft goes too far rather than not far enough – though of course they are referring essentially to economic matters, not to environmental and social matters about which they may care little. It is clouded because it may well be that no deal is possible. It is important to note that, despite occasional diplomatic pleasantries, there has been little progress on the central conundrum of the negotiations: if the UK leaves the EU trading bloc, then a customs border is needed either on the island of Ireland or in the Irish Sea. One is ruled out by the EU drafts, the other by the UK. Theresa May asked Brussels if Britain could stay in the bits of the single market that she likes and exit the bits that she does not. The EU doesn’t have to, and won’t, run with that – no matter how self-righteous Brexiteers fume. On this basis it is very possible the EU’s draft terms form no element of the (WTO) arrangement that the UK falls back on. And it is clouded because confusingly the Draft Withdrawal Agreement refers, in its Article 12, to the Environment. Most people (not you dear reader) glaze over a little when contemplating the diktats of a customs union and single market. The customs union is an agreement among members to charge the same import duties as each other and usually to allow free trade between themselves. The single market guarantees the free movement of goods, capital, services, and labour – the “four freedoms” – within the European Union. You couldn’t for example have goods which comprise some material, imported into Britain on the basis of a tariff-free agreement between Britain

    Labour starts to rebuild

    Is the Irish Labour party finished, is a question that’s been asked for nearly as long as the party has existed. In the last year or so however, or more accurately since a couple of years into the Fine Gael-led coalition, the party’s tail-spinning poll numbers have started to feel symptomatic of a terminal decline. The old question has a new urgency. The regular Irish Times’ poll with Ipsos/MRBI hasn’t placed Labour over 10% since February 2013. The same poll has yet to rise above the benchmark set in February last year, when the party’s support bottomed out at 6.6% in the general election. On some level, the party recognises that the negative association with the last government isn’t going away in a hurry. Asked whether Labour’s problems might stem from increased competition on the left, Councillor Martina Genockey, recently selected as the party’s candidate in Dublin South-West, is quick to retort that no, “our biggest problem is that we were in government for five years”. Abatement of hostility? “People are still seeing things through that lens”, she says. A year on from the nadir of Labour’s worst general election result, policy proposals are still met on the doorstep with shouts of “you didn’t do this when you were in government, you didn’t do that”. That isn’t to say that canvassing is as rough as it once was. The increased amiability on doorsteps is a recurring line in conversations with the new array of candidates. “I wouldn’t say there’s a swing to Labour”, says Andrew Montague, selected to run in Dublin North-West, “but the anger against Labour has dissipated”. Ged Nash, elected to the Seanad and selected in April to run for his old Dáil seat in Louth, says that “there’s been an abatement of the hostility experienced on the doors”. That the polls have, if anything, gone in the wrong direction since the election, misses the point, says Kevin Humphreys, also a Senator. “Don’t necessarily expect movement in the polls”. Labour, he says, are focussing on 15-20 winnable constituencies, such that national opinion polls may not reflect the party’s strength. How credible is this? According to a spokesperson for the parliamentary party, plans are well underway for the next election, whenever it comes. The plan is to contest a minimum of 30 out of 39 constituencies. All selection conventions are intended to be completed by Christmas, with conventions already on the cards to select Brendan Howlin, Alan Kelly, Seán Sherlock, Brendan Ryan and in Meath West, newcomer Tracy McElhenny. A draft manifesto has been prepared, a fundraising drive is underway, while a membership recruitment drive is ongoing, said the spokesperson. The stated aim of party leader Howlin has been to double the party’s Dáil representation at the next election. Achieving that, bringing Labour to around 14 seats, would see it back around its historical average. That’s when the real rebuild could begin, you might think. Labour’s problem lies partially in its vote distribution, says Adrian Kavanagh, a lecturer in political geography at Maynooth University. Until not that long ago, Labour’s real base was in rural Leinster and Munster, and not necessarily in Dublin. That changed after the amalgamation with Democratic Left in 1999. “The change in the last number of years is in the loss of traditional working-class areas”, says Kavanagh. The party’s result last year saw it shrink back to a core of largely personal votes in rural Leinster and Munster – with the likes of Howlin in Wexford, Willie Penrose in Longford- Westmeath, and Alan Kelly in Tipperary clinging on. This leaves the party in a precarious position as regards vote share. Its vote is more thinly spread than that of Solidarity-People Before Profit, who won only one less seat on a lower vote total. If Labour falls a few percentage points below the 6.6% from last year, “they’ll struggle to win any seats” says Kavanagh – his analysis of the most recent Sunday Business Post poll has Labour winning only one, with Brendan Howlin in Wexford perhaps the sole survivor. Such is the geographical distribution of Labour’s vote, this could come about even as Solidarity- People Before Profit leapfrog them to 7 seats, still on a lower vote share. On the other hand, if Labour go up a few percentage points, “then it’d be possible to get back up to the mid-teens in terms of seats, which is quite a respectable result”. Separate, and socialist? Fairly or not, the primary accusation that’s been levelled at Labour in the years since it entered government has been that it turned away from its working-class base, with the consequences being felt at the ballot box. Joan Burton, the then-leader, lost more than 3,000 votes at the 2016 election. Party figures are reluctant to give credence to this viewpoint – Labour stepped up in the national interest, they still say. According to Nash, Labour’s “unique selling point is that we’re prepared to put our money where our mouth is”, minus a harmful obsession with being “philosophically pure”. Humphreys rejects the idea that Labour’s social democratic roots were abandoned, and emphasises the traditional idea that the party has a record of delivery. “Protest, not People: is all those on the hard left are good for”. Labour are in many ways dealing with an old problem, says DCU academic Eoin O’Malley. “They’re not radical enough for lots of people, while at the same time, they’re a bit too radical for a lot of people in centrist Ireland”. Furthermore, says O’Malley, “as pragmatic as the Labour Party is, it damaged them as a brand to go into government”. Better in 2011, would have been to lean on Fianna Fáil to prop up a Fine Gael government, sailing into 2016 as the uncontested leader of the opposition for the first time in its history. Counter-factuals are fine but what should the party be doing?     How maths will destroy capitalism

    The consumerism-generating-capitalism- it usefully loyal, generating-consumerism cycle that characterises the developed or ‘Northern’ world depends on inequality, even as it purveys certain equalities, and is the main obstacle to tackling climate change, the most serious long-term problem facing humanity. Capitalism is struggling to maintain itself. In one formal sense this is good for equality. A crucial weakness of capitalism (not sufficiently noted by the Left) is that by relentlessly pushing its ‘free’ market into every corner of life to seek profit, it puts a cash-price on everything,and it thereby becomes a great social leveller: status, is replaced by capital or money as the measure of societal eminence. As a result, other than the great inequalities of money, we now live in communities with a level of personal and legal equality that was totally unimaginable throughout human history or even 40 years ago – for gender, sexual orientation, race, ‘legitimacy’, nationality, and religion, for example. Capitalism eschews the personal inequalities which torpid caste-based civilisations emphasised. Only money matters now. But the crucial point is that the promotion of personal equality by capitalism also causes constantly growing agitation by workers for a just share of their social production as they now see themselves as equal to their bosses. In response to this growing agitation for equality, the capital-owning class must react, like any ruling-class or mafia, in two ways: one section of the exploited must violently be repressed, the other will be bribed to keep inside. England, as one of the biggest imperialist powers has done this regularly and systematically. It did it in the 1819 Peterloo massacre of demonstrating workers. It did it in the 1840s when famine starved a million people in ireland while massive amounts of food were being exported under British army guard to Liverpool. Towards 1850 when Chartist agitation for equality again became strong in england, instead of violence the Corn Laws were dropped to allow imports of cheap food as the ‘bribe’ to quieten agitation. Colonies were brutally plundered by England’s imperialism to deliver bribes to English workers. Friedrich Engels noted this in a letter from 1882 to Kautsky: “English workers gaily share the feast of England’s colonies”. Ireland at this time was used as one source of those bribes as part of the effort to maintain the English working-class comfortable enough to forgo dangerous agitation, even to join the imperial army. But the equality drive continued, Ireland demanded and won independence, and after two diverting world wars and the likes of the Jarrow march in the 1930s, in the 1970s and 1980s there again arose agitation among the English working-class against capitalism’s economic inequality – most noticeably the 1974 and 1985 miners’ strike and opposition to the poll tax from 1990, in spite of the material benefits to the working classes third world imports of cheap food and raw materials. There was also strong, often violent agitation by the colonies, following Ireland and Viet Nam‘s example, for national liberation, for the equality of races and nations. This new agitation was a dangerous crisis for capitalism, and as there were no further colonies to plunder, a new source of wealth, beyond cheap food and raw materials, had to be found. Thatcher’s capitalism achieved this: up to the 1970s colonies were generally not allowed to manufacture, this was reserved for the North so that for example India was forced to send its raw cotton to England and to buy back spun and woven goods. The new policy was that the ex-colonies and third world in general needed to get the national liberation they were increasingly demanding and could then develop manufacturing on their low wages to export the new agitation-quitening bribe of cheap manufactured goods back to England. Reagan and the North in general did the same. Ireland had become part of this group, exploiting not exploited. This new system worked well and subsists: a surfeit of cheap manufactures from the southern nations, often produced by children working in horrible conditions, as the North’s diminishing manufacturing drifts toward a financial economy where billionaires speculate to produce damaging bubbles and get bailed-out when a bubble bursts, as Thomas Piketty notes in ‘Capital in the 21st Century’. The class-struggle, previously within nations, has become global, between nations. The ‘bribes’ mentioned are not just cash incentives, there is an intrinsic turbocharge for the enthusiastic wealthy consumer. Consumerism thrives when a worker in the US or Ireland receives the equivalent of $15/hr while the worker in, for example, China producing equally-sophisticated manufactured goods is only paid $2/hour. Capitalists gloat at the classic opportunities to trade the spoils, the only issue is the ‘terms’ of trade. A worker in the US or Ireland can trade one hour’s labour, in a shopping mall, for several hours of equal-quality Chinese labour. This looks like a winning gambler cashing in the chips. The more you shop for consumer goods the more your profit grows as you indirectly exploit foreign workers. This is the economic basis of that particular ‘buzz’ element of our Consumerist consciousness. The incentive is inbuilt, the process stacked to the advantage of consumers in the North. It is the instinctive grasp of this situation by a worker who is comfortable with capitalism that matters. a worker might exchange 30 minutes labour at a routine retail job for the price of a pair of imported jeans. the cotton must be: planted-grown-harvested-spunwoven-dyed-cut-sewn,then zips-pockets-hems-buttons- belt-loops-rivets-labels applied, and the lot transported. The same is true, though it is less obvious, if both workers are on car-assembly lines in their own countries. The consumerist ‘buzz’ arises from an unequal worker-to-worker relationship, not worker-to-capitalist. In striking contrast shopping for manufactured goods before 1980 felt like the much cruder experience of being mugged by capitalists as the wages earned exchanged for a less than equal amount of labour because when a worker shopped, those workers who produced the manufactured goods were in the same economic area and so were paid the same wage rate (the missing labour-value of course expropriated as profit by capitalists).     History is not Herstory

    Less than 30% of the writers in Village are women. And only 30% of the articles submitted for publication come from women. What’s going on? Village is politically correct and right-on. Uniquely it never, to take an example, markets magazines by putting attractive women on the cover. Village takes progressive social theory seriously. It consistently takes the most ‘liberal’ stance on abortion and reproductive rights. Most of all, and this is what determines so much of its stance, Village believes in inconvenient and prickly equality of outcome, not shiny and friendly equality of opportunity. In other words not just opening up for all, but giving the worse-off an actual leg up or a quota to compensate for the iniquities of history. This applies to women as much to any group. The new Dáil will have only 35 women out of 158. This is a more-than-50% improvement since 2011 and the number of female candidates was up to 163 from 86 in 2011 when it yielded 22 women out of 166 (up from 3 in 1973 and 22 in 2002 and 2007). Nationally, the average number of first-preference votes per man was 4,205. For women, it was 3,260. Village has given a good bit of of space to women who want to change this, to move towards fty percent female representation in parliament. The Electoral Act 2012, amusingly promoted by Phil Hogan and opposed by Fianna Fáil, applied a gender-quota rule that parties had to have at least 30% candidates of each sex or they lose half of their state funding. All parties except Direct Democracy Ireland applied their quota. Village supports this. I support this. That’s politics. We should push for immediate progress, everywhere. History and culture are different. The Abbey Theatre got into trouble recently because only one of the ten authors chosen for its 1916 commemorative programme, Waking the Nation, was a women. Other theatres and film bodies have taken similar flak. A recent rather unconvincing evocation of the Rising, Rebellion, made efforts to portray the events of that era with women to the fore. I disagree with these approaches. As to the Abbey’s Programme, what if the women took bog-standard anti-feminist positions, would they still merit advancement in the programme? Is it that a third of the writers should usually write pro-feminist pieces or is it that the third should have written pro-feminist pieces in this instance? Should there also be a certain number of works produced that have been written authors from racial minorities, from the young and the old, from LGBT and straight? Should it be the same with the actors? What about the audience? The answer to much of this is No. And as regards history, you’re trying to record the way things were: history. You shouldn’t, and you don’t need for any political reason to, distort it. All you can do with history is acknowledge and let it inform, though never determine, your politics. For the same reason that you don’t make the ruling classes working classes or younger than they were in the interests of some perceived correctness, you don’t pretend that women were the protagonists in the Rising. Unfortunately they were not. I also disagree more generally with distorting the facts to suit the ideology. The idea underpinning politics is to resolve the facts objectively and then apply the ideology. Not the other way around unless you thing your ideology is so weak that it won’t fit certain facts. In which case change your ideology, it was wrong. When the facts don‘t suit your ideology it is time to find a new ideology, or stay quiet; and more precisely to realise you should have had a better ideology in the first place The debate on women’s rights has become unintellectualised, entrenched and sometimes underinformed. For example a recent only partly-corrected Una Mullally article in the Irish Times misreported that Fianna Fáil’s policy was to have “up to a third of its candidates women”. She ridiculed the policy even though the policy did not, and legally and logically could not have, said this. It would certainly have been nice for those of us who believe that the point of that party is only ever to adopt progressive agendas, at the very last minute, if Fianna Fáil had got it so skewed, but they had not. Between Una Mullally and her employer they could not bring themselves to correct the article properly. The reason for the politics of women’s equality is that it has been an unequal world. It was an unequal world when they (men) made God a Man, it was unequal in 1916 and it’s still unequal because women earn less, are politically less powerful and have less autonomy than men. Only a fool would deny it. Because of the legacy of thousands of years of suppression women have not written as good, or indeed nearly as many, plays as men. Women also write differently from men, largely for socio-cultural reasons but also sometimes for reasons based in their physiological natures. The point is to change that by counterbalancing. Women of today who want it and show talent should get more training in playwrighting paid for by the state and its institutions, than that available to similar men, particularly training that helps them break down prejudices and that facilitates overcoming sexist obstacles to success. An admirable recently announced initiative from the Irish Film Board is doing roughly this. Such initiatives tend to generate equality of outcome. Regrettably in the arts it will be some generations before the volume of brilliant works by women rivals the volume of brilliant works by men, created over the aeons, even controlling for the heightened relevance of contemporariness. It is different with politics which, unlike history, does not or should not, trade in the past. It is possible, indeed imperative, to push for progressive change. It is, because of the nature of the discipline, and the period in which it trades – the past, not possible to push for change of

    The limits of Aestheticism

    Robert O’Byrne is an aesthete – possibly Ireland’s only one, a writer specialising in the fine and decorative arts. He is the author of more than a dozen books, among them ‘Luggala Days: the Story of a Guinness House’; a biography of Sir Hugh Lane; ‘A History of the Irish Georgian Society’; a ‘Dictionary of Living Irish Artists’ and ‘the Last Knight: A tribute to Desmond FitzGerald, 29th Knight of Glin’. In addition to really loving things that relate to the Guinness and FitzGerald Families and the Irish Georgian Society (IGS) which they have led, he writes a monthly column for Apollo magazine and also contributes to the quarterly Irish Arts Review. He publishes a blog called “The Irish Aesthete. This is not an oxymoron”. Tragically for O’Byrne, of course, it is. But this is the least of the issues currently challenging his sensibility. The ascent to pure aestheticism inevitably took some time. After an international childhood and schooling in Gonzaga, during its own aesthetic epoch, he served in a Jesuit novitiate in the early 1980s. In 1986 O’Byrne became the first director of a pilot project in music promotion, Music Network, which some years ago scooped a U2 funding jackpot. In the 1990s he worked as a staff journalist for the Irish Times, often writing about fashion: “Robert O’Byrne’s three-part series on major trends for the season ahead: think long, think luxuriant, think languorous”. He scraped an extended niche for himself arbitrating style more generally: “the most shocking feature of the cluster of Carrickmines houses sold in Dublin last month for some £1 million each was not the price paid nor the speed with which the properties were reserved, but the unrelieved banality of their design”. At the height of the debate on one-off housing debate in the early 2000s he wrote – reflecting his peculiar if consistent focus – ignoring considerations of good planning or sustainability that: “the debate needs to be not about whether development should take place, but about the design and character of that development”. And sometimes he took his taste out of the stuffy walls of journalism onto the streets. In September 1998 he could be found launching ‘Dublin Style: An Insider’s Guide to Shopping’. In the mid to late 1990s he impurely served as the Times’ gossip columnist, hosting a horrible page at the back of the Weekend supplement that mirthlessly celebrated the country’s nouveaux glitterati. He also covered antique and art sales for the Irish Times, with some style. The Irish Times still indeed allows him the occasional essay such as a recent erudite sashaying review of a book on the history of Irish wallpaper, for which all proceeds go to the IGS, though neither O’Byrne nor the Irish Times felt the need to declare his connection to the IGS. O’Byrne’s prose is often original and the judgement sharp, in his columns and on his blog. The blog has a cohort of fans, often genuinely double-barrelled, who outdo one another in obsequiousness. Not unrepresentatively, during 2015 the Irish Aesthete will be visiting one Irish town every month – to berate its architectural neglect. O’Byrne has lots of considered opinions. In a recent collection of essays concerning the FitzGeralds of Carton House, he was hammered by Dr Terry Dooley of Maynooth for criticising its late housing-estate strewn incarnation as one of those “ill considered conversions into spa hotels and golf resorts”. However, his usual percipience can let him down as when he equivocated in the controversy over the recent removal of sculptural busts from the entrance hall at Bellamont Forest House in Cavan, despite the evidence proving them to be integral to the design of this internationally important house by Sir Edward Lovett Pearce. Crucially, O’Byrne himself moved to the rarefied setting of Palladian Ardbraccan House near Navan where he lodges in one of the wings. As befits an aesthete whose oeuvre so often touched on its members, and its causes, O’Byrne is Vice President of the Irish Georgian Society (IGS), a membership organisation whose purpose is to promote awareness and the protection of Ireland’s architectural heritage and decorative arts. A fully illustrated book by Robert O’Byrne on the society’s first 50 years was published in 2008 and he has comprehensively ingratiated himself. If anything all had been looking well for his further elevation. O’Byrne was until recently the IGS’s representative on the board of the Alfred Beit Foundation which owns the Palladian Russborough House in Co Wicklow. Sir Alfred Lane Beit, honorary Irish citizen, was a British Conservative Party politician, art collector and philanthropist – nephew of Alfred Beit, a South African mining millionaire from whom he inherited a vast fortune including a large number of Old Master paintings. In 1952, he and his wife, Clementine Mitford, moved the art collection to Ireland. It comprises many of the paintings assembled by the Beit family from the late nineteenth century. While he eventually presented the major works to the National Gallery of Ireland, the remaining collection, along with Russborough itself, was bequeathed to the Alfred Beit Foundation (ABF) which was established in 1976 with a board of trustees. The sale of 350 acres of land at Russborough in 1978 afforded an endowment of almost £400,000 or around €4m in current values. It is not known what has become of this original endowment, but the ABF is known to have been struggling for some time, despite receiving regular handouts from the Apollo Foundation, a London-based trust associated with the Beits, and substantial grants from the Heritage Council and Fáilte Ireland. The ABF has been operating at an annual loss of €300,000 (2013). Certainly this is a problem but there is no sense the costs are being reviewed or that dynamic fund-raising is in place. A substantial salary is paid to a chief executive who oversees an uninspiring, if rising, 24,000 annual visitors to the house.
