The boot is on the other foot. Former British 'PSYOPS' officer Colin Wallace sues the MoD. His case demonstrates that lying to Parliament did not start with Boris Johnson.

By Joseph de Burca. Introduction to Village’s online pamphlet on the Colin Wallace Affair. The Tory Government of Boris Johnson is routinely accused of deceiving the House of Commons. Many British commentators behave as if this is a new low in their democratic history. Yet, there is nothing unusual about the situation. The UK’s Parliament has been misled by ministers at the behest of Britain’s intelligence services, especially MI5 for decades. MI5 is attached to the Home Office and is responsible for internal security. The deception of Parliament has been nowhere more evident than in the case of Colin Wallace, the man who tried to expose the notorious Kincora Boys’ Home child sex abuse scandal. Village readers will be familiar with the case of Wallace. In the 1970s he worked at the British Army HQNI at Thiepval Barracks, Lisburn. He had a public job but also a clandestine one. On the surface, he performed public relations duties for the army. Towards this end, he briefed journalists about an array of routine military activities. His ‘open’ superior was Peter Broderick, a very senior official of the Ministry of Defence (MoD). Broderick served as the head of the Army Press Desk. Secretly, Wallace was also reporting to Col Maurice Tugwell and later Col Geoffrey Hutton who were in charge of the Information Policy Unit (IPU) which conducted psychological operations known as ‘PsyOps’. Hutton took over from Col Tugwell in March 1973 and was in post for two years. He was in charge when Wallace left NI in February 1975. Wallace has just issued proceedings in the High Court in Belfast with the intention of prising out further documents which are in the possession of the British government which will confirm his PsyOps role in detail. In 1974-75 Ian Cameron of MI5 plotted against Wallace who wanted to expose the Kincora Boys’ Home scandal and was refusing to engage in smear campaigns directed against British politicians. During the course of his work, Wallace was ordered to leak certain documents to the journalist Robert Fisk. He was then disciplined for what he had done. At his disciplinary hearing, MI5 and others conspired to deceive the tribunal hearing his case. They alleged that he had only one role – his ordinary PR duties – and therefore should not have leaked anything sensitive to Fisk. Secretly, Cameron contacted the chair of the tribunal and told him that Wallace was in the UVF. Wallace, of course, had nothing to do with the UVF. Wallace lost his job. Worse still, in the 1980s he was framed for manslaughter on the basis of fabricated evidence by a corrupt Home Office pathologist who lied to the Court. The conviction was later overturned but not before Wallace spent six years in prison. The MoD has alleged that all of the files belonging to the IPU were destroyed in 1980. The Ministry has admitted that those responsible for the destruction of the files have never been interviewed. It is highly unlikely that the documents were actually destroyed. In the main, this article – which is intended as an online version of the old fashioned pamphlet – has been drawn together from reports which have already appeared in Village. This account has been prepared in response to the launch of Wallace’s legal action in Belfast. The materials included in the ‘pamphlet’ merely represent a portion of the evidence which shows that Wallace has been telling the truth for decades and the MoD, NIO, Home Office, Conservative Party and Whitehall have been lying. It is important to bear in mind that psychological warfare is not solely about spreading false information, it is about the use of intelligence and factual information in such a way as to influence the behaviour of others. For example, one of Colin Wallace’s more amusing and notable successes was to deter female members and collaborators of the IRA from transporting explosives for the organisation. Wallace put a story into circulation that the static from the typical female pair of nylon knickers generated sufficient electricity to explode the bomb materials being carried. As a result, there was a great reluctance to transport explosives. There was a scientific basis at the root of the story, as can be seen from a document entitled: ‘Ammunition and Explosives Safety Standards’. At pages 85-99 it stated: Explosives. The explosives or explosive mixtures that are sensitive to static discharge (electro-static sensitivity of 0.1 joule or less) when exposed are generally primer, initiator, detonator, igniter, tracer, incendiary, and pyrotechnic mixtures. In reality, the chances of explosions being caused by static electricity were very small. Similarly, the PsyOps unit pointed out that the use of nitro benzene in home-made explosives was potentially carcinogenic. This claim is supported by the United States Environmental Protection Agency who considered nitro benzene a likely human carcinogen. See “Nitrobenzene CASRN 98-95-3 – IRIS – US EPA, ORD”. THE INFORMATION RESEARCH DEPARTMENT (IRD) The Army’s IPU was not the only organisation engaged in PsyOps. The notorious Information Research Department (IRD) was too. The IRD was part of the Foreign Office and worked closely with the British Secret Service, MI6, which is also attached to the Foreign Office. The IRD operated from a building in London called Riverbank House. The IRD was a Cold War Intelligence organisation designed to counter Soviet expansion globally. Inevitably, its staff became involved in the propaganda war in Ireland. As allegations continue to be made about the involvement of Robert Nairac in the Miami Showband massacre, how compromised is Garda Commissioner Harris who was PSNI liaison with Britain’s intelligence services? By Deirdre Younge. In the High Court in Belfast the British Government’s Ministry of Defence (MoD) and British Army are applying to have cases relating to the Dublin and Monaghan bombing atrocity of 1974 dismissed, alleging they are out of time. The bombings were carried out by the Glennane gang also known as the Portadown UVF who were also at the heart of an organisation that came into existence in the 1980s called Ulster Resistance. A recent BBC ‘Spotlight’ programme dealing with Ulster Resistance confirmed extensive collusion across the loyalist spectrum from DUP to UVF, UDA, UFF to MI5. Members of Ulster Resistance (UR) became aware that some of its members were MI5 agents. The key MI5 agent inside UR was carved out of the distribution of the weapons it had procured in late 1987 by those who were not under the control of the intelligence services. At the same time, information was leaked from RUC and the UDR which provided them with details of ‘suspected republicans’. The BBC NI Spotlight programme showed images of RUC intelligence that ended up in the hands of the UFF/UDA. It was used to target suspected republicans, including Loughlin Maginn, shot in Rathfriland in August 1989. His death, following that of solicitor Pat Finucane in February 1989, sparked the decades-long investigations by Sir John Stevens into collusion by the Security forces. Stevens was not shown evidence of RUC collusion. (BBC Spotlight on the Troubles, October 2019.) The fact that the UDA were receiving large volumes of intelligence material from RUC sources was known to the agent Brian Nelson, his Army Intelligence handlers and M15. That intelligence also, no doubt, informs the de Silva Report into Pat Finucane’s murder. De Silva was given access to British Army and MI5 intelligence that RUC officers at every level were leaking information to Loyalists. That intelligence is also integrated into the Ombudsman’s report on the Loughinisland murders as it relates to RUC ‘tip-offs’ about surveillance operations carried out in an attempt to seize UR weapons in Armagh in 1987 and 1988. Awareness among members of UR that some of its members were M15 agents led to a disastrous loss of control by the Security Services and Special Branch – and multiple murders Part 1: Commissioner Harris Drew Harris, the Garda Commissioner, didn’t leave the ‘Troubles’ of Northern Ireland behind him on entering Garda HQ. Drew Harris As former Assistant and Deputy Chief Constable of the PSNI and its former interface with the Security Services (UK), Harris has been accused of fighting attempts to get information about the perpetrators of atrocities like the Miami Showband murders and of blocking access to files about the many murders carried out by the Mid-Ulster, UVF ‘Brigadier’ Robin Jackson. In 2011 the Historical Inquiries Team found Jackson had been connected to a weapon used in the Miami Showband murders by fingerprint evidence. In the High Court in Belfast in 2017 Judge Seamus Treacy ruled that there should be an overarching investigation into State collusion with the ‘Glenanne Gang’ and asked the PSNI to respond. In the Court of Appeal in Belfast the Lord Chief Justice ruled in July 9 [2019] against an appeal and said there must be an independent investigation carried out by the PSNI. Chief Superintendent Jon Boutcher has started an investigation into the Glennane series of killings as part of Operation Kenova. In an extraordinary development, Eugene Reavey whose three brothers were murdered in Whitecross in Co Armagh in 1976, has been told by the Police Ombudsman of Northern Ireland that a file has been sent to the Public Prosecution Service in the case. It is believed to recommend prosecution of a former RUC man, who was a member as ‘The Glennane Gang’. With the signing into law in Ireland of the Criminal Justice (International Cooperation) Act 2019, the Garda can now give evidence and share intelligence with Coroners’ Courts in Northern Ireland. In an interesting twist of circumstances, Commissioner Harris now has charge of the legacy files of secret Garda intelligence. Clearly how ambitious he’d want to be in sharing this information with authorities in the North is uncertain. As Assistant Chief Constable of the PSNI Drew Harris was the liaison between the Security Services (UK) , the PSNI and the Smithwick Tribunal from 2006 to 2014. (See also https://villagemagazine.ie/how-smithwick-got-diverted/ )The Tribunal was inquiring into alleged Garda collusion in the murders of Chief Superintendent Harry Breen and Superintendent Bob Buchanan. (See also https://villagemagazine.ie/investigation-killusion/http://Killusion ) He confirmed that he had spoken to the Security Service before he gave evidence to the Tribunal in October 2012. Drew confirms his consultation with the ‘British Security Service’ In 1989 MI5 reported the overall picture seems to be one of RUC collusion and links with the Loyalists which is similar in scale to that of the UDR, but the latter is much more likely to become involved in very serious crimes Dealing with the past is also causing problems for some retired RUC men – members of the Northern Ireland Retired Police Officers’ Association (NIRPOA). They now apparently believe a policy of non-co-operation with bodies like the Police Ombudsman of Northern Ireland has been counterproductive. The Miami Showband Part 2: Ombudsman confirms collusion NIPROA took a Judicial Review against the Police Ombudsman of Northern Ireland and his 2016 report on the 1994 Heights Bar murders in Loughinisland. Former Head of Special Branch and Assistant Chief Constable Ray White often acts as its spokesman. DUP Leader has rich and ancient Gaelic heritage with a family tree dominated by two august Irish surnames – Doonan and Kelly.

Arlene Foster, Leader of the DUP, has a rich and ancient Gaelic heritage with a family tree dominated by two august Irish surnames – Doonan and Kelly. Her more distant ancestors, who spoke Gaelic, would have considered themselves part of the Ó Dúnáin and Ó Ceallagh clans, not Doonans or Kellys. Her family tree also demonstrates how the overwhelming majority of her ancestors lived and died in the Barony of Clankelly in Fermanagh. The Irish language act has amounted to an impasse which continues to be a stumbling block to the reinstatement of the Northern Executive and Assembly at Stormont. To her credit, Foster has shown leadership on the issue. At the launch of the DUP’s Westminster general election manifesto she declared: “The Irish language has been made a key block by Sinn Féin. I would regret that because I do think there is a way forward through those issues, because there are those in Northern Ireland who love the Irish language.” While she was not in favour of ‘a full-blown costly Irish language act which would bring about discrimination against those of us who don’t speak the Irish language’ she did say that there ‘is a way forward – I absolutely believe there is a way forward – but there has to be a willingness on all sides to find that way forward’. The Ó Dúnáin Connection Arlene’s Doonan connection is fascinating. Doonan or Ó Dúnáin is a rare name in Ireland. According to the leading authority on Irish names, The Surnames of Ireland, by Edward MacLysaght, the Doonans of Fermanagh were ‘Erenagh’, or hereditary stewards and guardians of Roman Catholic church lands. In old Irish they were known as ‘airchinnech’. The translation is ‘head of an ecclesiastical settlement’. Hereditary stewards and guardians were nominated by the local Catholic Bishop. The Plantation of Ulster in 1609 saw the Doonans completely dispossessed by the English. The Roman Catholic church was taken over and the congregation was denied the right to worship. The Doonans never recovered their earlier status, yet the family still survives in Fermanagh as Arlene’s family tree demonstrates. Further research is required to pinpoint when the Ó Dúnáin branch in Foster’s family tree converted to Protestantism. The Ó Ceallagh Connection According to MacLysaght, the surname Kelly (Ó Ceallagh) is the second most populous name in Ireland. It is not certain where the name hails, however the most probable suggestion is that is comes the word ceallach, meaning ‘strife’ in the Irish language. The Barony of Clankelly (from the Irish: Clann Cheallaigh meaning ‘Clan Kelly’) is in Co. Fermanagh. Clankelly takes its name from Cellach, son of Tuathal, a king of the Ui Chremthainn who was killed in 731. The ruling family of Clann Cheallaigh in the late medieval period bore the surname MacDomhnaill – from Domhnall, a grandson of Cellach, whose death is recorded in the year 791. Further research is also required to pinpoint when the Ó Ceallagh line in Foster’s family tree converted to Protestantism. Arlene Foster’s Family Tree. Whilst the documented evidence traces the roots of the Kelly branch of Arlene’s family back to the early 19th century, the surnames involved establish that the roots indeed go much deeper and their respective links to the history and culture of Gaelic Ireland is well documented. Her grandparents on her father’s side were Nathaniel Kelly (born 1881), a farmer, and Alice Jane Doonan. They married in 1924 in St. Mark’s Church of Ireland Parish of Aghadrumsee and lived in Derawilt, County Fermanagh. This townland is in the Civil parish of Clones and the Barony of Clankelly. Her great grandparents were John Kelly (6 May 1851) and Alice Doonan who were married in the Church of Ireland Parish of Clones on 18 May 1873. The marriage confirms that John’s father was also a John Kelly while Alice was the daughter of Nathaniel Doonan of Drummans, Clones, County Fermanagh. Her great-great grandfather was yet another John Kelly who married Sarah Ferguson on 4 December 1846 in St. Mark’s Church of Ireland Parish Aghadrumsee. This marriage record did not note the father’s names only to say that both were deceased. However, it confirmed that John Kelly was living in the townland of Drummaw in the civil parish of Galloon, also in the Barony of Clankelly. The townland is not far from Derawilt where the family ultimately moved. The land in Derawilt came into the possession of the Kelly family in 1892 when John Kelly took over the 47-acre plot from a John Richardson. He bought the land outright under the Land Act Purchase in 1908. Great-great-grandmother Alice Doonan was born circa 1843 to Nathaniel Doonan and Eleanor. Eleanor’s maiden name is unknown. Her father, Nathaniel, was born in 1812 to James Doonan and Jane Moore. Sadly, her mother, Eleanor, died prematurely in 1849 and Nathaniel married again, to Jane Forster in 1850 and went onto have a second family. One of his sons from this marriage, John Doonan, was the father of Alice Jane Doonan (mother of John William Kelly, Arlene’s father). While Arlene Foster may not speak Irish herself, it is surely lurking in her DNA. Perhaps she can now navigate her way through the Irish language act impasse at Stormont and make her ancestors proud of her nonetheless.

Jeremy Corbyn's record shows he would end the cover-up of MI5's exploitation of the rape of Irish children.

While the UK’s 2019 general election will focus on Brexit, the outcome will have far-reaching implications for Buckingham Palace and Her Majesty’s intelligence services. Boris Johnson is unlikely to order a new inquiry into MI5 and MI6’s role in the abhorrent Kincora scandal, nor the role played by Lord Louis Mountbatten in it. Jeremy Corbyn has no such inhibitions. The survival of the Royal Family’s reputation and that of the UK’s intelligence services may very well depend on keeping Corbyn out of 10 Downing Street. Meanwhile, Johnson’s government has finally voted to set up a compensation scheme to aid the victims of child sex abuse in Northern Ireland and hopes the scandals they are associated with will go away. The establishment of the new scheme must not be exploited as an opportunity to consign the horrors the abuse victims suffered to history. The torture meted out to children at institutions such as Kincora Boy’s Home, Williamson House, Bawnmore and elsewhere, must not be forgotten. The abuse they suffered should not be described as ‘historic’. On the contrary, they are livid wounds on the British body politic. Some victims committed suicide. Many of the survivors lead precarious, lonely and impoverished lives as a result of their traumatic experiences. The British Government needs to tell them the truth about what happened to them as children for the sake of their mental well-being. They need closure in the form of apology, acknowledgement and the truth, not lies, insults and defamation. Judge Anthony Hart, who produced a lamentable report in 2017 about the so-called ‘historical’ abuse that took place in institutions run by the State in Northern Ireland, understood none of this. On the contrary, he was condescending and disdainful towards victims such as Richard Kerr. The ongoing Independent Inquiry into Child Sexual Abuse (IICSA) in London looks like it will result in an even bigger car crash, especially as it may not proceed with its probe of Lord Greville Janner. This is incredible as Janner is beginning to look like he acted as a pimp for the British Establishment, the very issue the IICSA was set up to inquire into. There are many substantial reasons to condemn Hart’s 2017 Report and many reasons to abandon all hope that the IICSA wil unravel the seedy Anglo-Irish Vice Ring that preyd on children for decades. A fresh inquiry should be ordered into (a) the role MI5, MI6, the Northern Ireland Office (NIO) played in the original Kincora scandal and (b) the VIPs who abused Irish and British children and (c) the mammoth cover-up which persists to this day. Most particularly, Margaret Thatcher’s Cabinet Secretary, Sir Robert Armstrong, should be invited to tell such an inquiry all that he knows about the cover-up. General election candidates in Northern Ireland should be asked where they stand on the issue. Naomi Long, Leader of the Alliance Party, has already displayed outstanding leadership on the issue. The DUP has multiple connections to the scandal through its former leader Ian Paisley. He was surrounded by a relay of paedophiles and pederasts who raped children in the 1960s and 1970s. Foremost among them is a notorious wife beater who raped at least one boy Village has spoken to at the Park Avenue hotel in Belfast. The Ulster Unionists have questions to answer too about a number of former Westminster MPs who served in their ranks such as their former leader, James Molyneaux. Sinn Fein and the Provisional IRA can hang their heads in shame too. They have had their own own sex abuse scandals which they mishandled badly (not to mention the incalculable number of children whose lives were destroyed by the acts of IRA bombers and gunmen). Compared to Boris Johnson, Jeremy Corbyn loathes, hates and despises MI5 and the other UK intelligence services. He has no love for the Royal Family either. Moreover, his key aide, Seumas Milne, a former journalist, has written extensively about MI5 dirty tricks. His book, ‘The Enemy Within’, first published in 1994, has now reached its fourth edition. It is an indictment of MI5’s dirty tricks campaign during the Miners’ Strike. MI5 should be afraid, very afraid that Corbyn and Milne may yet reach Downing Street. There is nothing they would rather do than grind MI5 into dust. Kincora, the Patrick Finucane assassination, collusion with Loyalist paramilitaries and the type of dirty tricks Milne has written about, will more than provide them with the ammunition they need to shut it down and replace it with an organisation that has respect for law and order. The report Judge Hart issued – insofar as Kincora and its links to the UK’s intelligence services was concerned – was riddled with mistakes and pitiful speculation. Hart was not a cunning and deceitful fraud in the tradition of Lord Widgery (who produced the first Bloody Sunday report). Instead, Hart was a basically honest yet severely naive plodder. He failed to persuade a string of crucial witnesses such as Colin Wallace and Richard Kerr to talk to him. With the benefit of hindsight, they undoubtedly took the right decision in boycotting him. Hart did not merely fail at persuading high-profile people like Wallace and Kerr to co-operate with him, he was lazy and badly informed. He skill set did not include the ability to seek out and ask key figures such as Eric Witchell and Alan Campbell – two former member of the vice ring that swirled around Kincora – to tell him the truth about what had happened. Witchell is still alive and living in London. Campbell died in June of 2017. Like Hart, it appears the London inquiry will ignore Witchell too. Hart also ignored Albert ‘Ginger’ Baker, a former member of the UDA, despite the fact he had spoken about what the UDA had known about Kincora to Ken Livingstone in the 1980s. Was Thomas Passmore, paedophile, politician and County Grand Master of the Belfast Loyal Orange Lodge, an MI5 agent?

On 16 September last Paul Graham told RTE’s ‘Liveline’ that he had been sexually abused by a senior figure in the Orange Order. Although not named, the abuser was Thomas Passmore, the County Grand Master of Belfast Loyal Orange Lodge. That Passmore was a paedophile will not come as news to the Northern Ireland Office, MI5 and MI6. In 1973 he was named in a press briefing prepared by the British Army at Lisburn, Northern Ireland. The briefing concerned Tara, a Loyalist paramilitary organisation led by William McGrath, the notorious child rapist and Housefather at Kincora Boys’ Home. McGrath, who acted as an agent for MI5 and MI6, was convicted for child rape in 1981. To its credit, a number of senior military figures in the British Army tried to put an end to the abuse of children at Kincora. Foremost among them was Captain Colin Wallace. He and his military colleagues were thwarted by the NIO, MI5 and MI6, especially by a senior MI5 officer called Ian Cameron. Cameron was once a runner for the post of Director General of MI5. Those organisations and the PSNI persist to this day in covering up the full extent of the abuse at Kincora and elsewhere. The 1973 Tara Press Briefing (’73 TPB) described how ‘other people closely associated with McGrath and aware of his activities are, Thomas PASSMORE, Rev PAISLEY, Rev Martin SMYTH, James MOLYNEAUX and Sir Knox CUNNINGHAM QC MP’. In July 2018 Village published an article entitled ‘Kincora’s Smoking Guns: The Documents With Hugh Mooney’s Handwriting On Them’ which included a description of ’73 TPB. The ‘Kincora’s Smoking Guns’ article also described a number of other documents which demonstrated that the British Government knew about the sexual abuse of children at Kincora Boys’ Home long before the scandal was exposed by The Irish Independent in 1980. In addition, it demonstrated how a number of journalists Wallace had briefed remembered the Tara briefing. If that wasn’t enough, a number of Wallace’s colleagues at British Army HQ, Lisburn, also confirmed they knew about McGrath. Regrettably, Judge Hart who conducted a lighweight inquiry into Kincora was unable to comprehend the significance of any of this before he published his lamentable mistake-riddled report in 2017. Paul Graham’s RTE interview can be heard at https://www.rte.ie/radio/radioplayer/html5/#/radio1/21620062 Passmore was not named during the RTE interview but is the Orange Order figure mentioned briefly (at 13 minutes 30 seconds). The fact that Passmore abused Paul Graham would explain why he did nothing to halt the rape of children perpetrated by his friend and brother Orangeman William McGrath when he was informed about it. It is extremely unlikely that Paul Graham was Passmore’s only victim. Richard Kerr, who was a resident at Kincora, has long since described how he too was abused by Orangemen. The reference to Passmore in ’73 TPB was not highlighted in the ‘Kincora Smoking Guns’ article as its focus was on other aspects of the Kincora scandal. However, a copy of the 1973 document was reproduced in full in the printed edition of Village. WAS THOMAS PASSMORE AN MI5 AGENT? Thomas Passmore JP, was a senior Loyalist politician and Orangeman who operated at the highest levels of Unionist politics in the 1970s and 1980s. He became County Grand Master of Belfast Loyal Orange Lodge in 1973. He was unmarried and lived in Townsend Street, Belfast. He was not only an associate of McGrath but purchased the printing press which McGrath’s paramilitary group Tara used for its publicity. Passmore published an evangelical magazine with it. Like McGrath, Passmore believed that the Protestants of Ireland were descendants of one of the lost tribes of Israel. He was briefly a member of the Woodvale Defence Association in 1970s. It was set up by Alan Moon who was soon replaced by Charles Harding Smith who later became Chairman of the UDA. Passmore later became Chairman of the Woodvale Unionist Association. It supported the Ulster Workers Council (UWC) strike that brought down the 1974 power-sharing Government of 1974. Roy Garland was a member of Tara but walked out of it in 1971 when he discovered that McGrath was abusing boys. He immediately began trying to put a stop to it by telling the Orange Order of which McGrath was a senior member. Passmore was one of those who blocked the taking of any action against McGrath. He may have done this for any one of three reasons: first, because he wanted to protect a fellow child abuser; second, because he was being blackmailed by MI5 and MI6 for whom McGrath was an agent; third, because by 1973 he had become an MI5/6 agent. Perhaps it was a combination of all of the foregoing. Roy Garland persisted in his efforts to put an end to McGrath’s abuses but met brick walls everywhere he turned. In 1976, the IRA killed Passmore’s father in an attack which he claimed was aimed at him. When Merlyn Rees was NI Secretary, MI5 smeared him and other Labour politicians as part of what they called Operation Clockwork Orange. One of the smears was that he was easy on Republican paramilitaries, especially his release of internees. Passmore reflected these views perfectly. On 3 December 1975 The Belfast Telegraph reported that ‘Mr. Thomas Passmore, said the fact that an ex-detainee had been killed while working with a bomb exposed the foolishness of Mr. Rees’ security policies…’ Passmore opposed the short-lived and unsuccessful 1977 United Unionist Action Council (UUAC) strike. It was led by Ian Paisley of the DUP and Ernie Baird, then leader of the United Ulster Unionist Movement (UUUM). The strike was disrupted by the release of an anonymous document which bears all the hallmarks of an MI5 dirty trick. It portrayed some of the UUAC leaders as homosexuals, something that was deemed reprehensible in Loyalist circles at that time. Blackmailed? Paisley became a conspirator in the the Kincora cover-up. Had he wanted to expose it - and there is no reason to suppose that he did - his hands were tied behind his back because he was almost certainly being blackmailed by the Housefather at Kincora Boys' Home, William McGrath who knew Paisley had been involved in bombings in the late 1960s.

UPDATE The imminent revelation by BBC NI’s Spotlight programme that Ian Paisley financed the infamous UVF Silent Valley bombing of 1969 will come as no surprise to Village readers. While the BBC disclosure provides another piece of the jigsaw and is of enormous historical value, it doesn’t begin to scratch the surface of Paisley’s deeply disturbing partnership with the Ulster Volunteer Force (UVF) and – equally important – the Ulster Protestant Volunteers (UPV). In December 2017 Village published an article entitled “Blackmailed” which outlined Paisley’s links to the UVF/UPV bomb campaign of 1969 and showed how, as a result of it, he was compromised in his dealing with another of the conspirators, William McGrath, the notorious and brutal child rapist who was “Housefather” at Kincora Boys’ home in the 1970s. Paisley was nearly ten years younger than McGrath. He first met the sexually insatiable and lecherous pervert McGrath when he – Paisley – was 22 or 23 in 1949 through his involvement in the Unionist Association in the Shore Road area of Belfast. Paisley had moved into the locality to study at a bible college. McGrath perceived the Catholic Church as the instrument of the Antichrist and was determined to expunge it from the four corners of island of Ireland so that the Protestant community – which he believed was descended from the Tribe of Dan of Caanan, one of the Lost Tribes of Israel – could prevail. He perceived himself as a soldier in what he called the ‘battles of the Lord’. His self-anointed duty was to prevent the Pope ‘enslaving the people of God’, not just in NI but throughout Britain. Paisley came to share these bizarre views and took a step closer to his involvement with McGrath and others in the infamous 1969 bomb campaign. It is an indisputable fact that McGrath, Paisley and others such as John McKeague (another paedophile who was involved in the Kincora scandal) and Gusty Spence of the UVF instigated the violence that lit the sectarian firestorm that became the Troubles. The fact that Paisley financed the Silent Valley bombing demonstrates just how central he was to the entire affair. Paisley used to visit McGrath at Kincora long after 1973 when he had been told by Valerie Shaw that McGrath was a paedophile. One of the former residents at Kincora, James Miller, who was at Kincora between 1976 and 1978, told the Hart Inquiry on 8 June, 2016, about these visits. Miller thought it “just seemed strange that he was so friendly with Mr McGrath, you know”. [Day 210 page 75.] Yet, after the eruption of the Kincora scandal in 1980, Paisley would pretend to have difficulty even remembering who McGrath was. See: https://villagemagazine.ie/index.php/2017/11/kincora-survivor/ ‎ A question for historians now is to establish what role William McGrath played in {i} the formation of Ian Paisley’s bigoted, violent and hate-filled religious and political beliefs; {ii} what was the true nature of the Paisley-McGrath personal relationship; {iii} to what extent did Paisley wield his power and influence to cover-up McGrath’s brutal rape of children at Kincora and elsewhere; {iv} did McGrath implicitly or explicitly blackmail Paisley over the latter’s involvement in the UVF/UPV bomb campaign of 1969 {v} since McGrath worked for MI5 and MI6, what did those intelligence services know about Paisley’s financing of the UVF and why was neither man arrested? The source of the BBC’s forthcoming revelation about Paisley is David Hancock, a former British army officer. Hancock served as a major in NI from 1968 to 1970. He told the BBC that an RUC District Inspector in Kilkeel, Co Down, advised him that Paisley had supplied money for the bombings. Hancock is to be applauded for bringing this scandal to light. But why did the RUC not act on the information, then or later? Were MI5, MI6 and RUC Special Branch (who were all involved in running the Kincora operation ) afraid that if they acted on this information, McGrath would be exposed? McGrath, of course, was convicted in 1981. So why did no one at the Cabinet Office, NIO, MI5, MI6 or RUC – then led by Sir John Hermon – insist that the police act on the information after his conviction? Was it because McGrath had kept his mouth shut about their collective involvement and they wanted to ensure his silence by letting sleeping dogs lie? Is there now any good reason why the PSNI should not declassify the file it inherited from the RUC on Paisley and the Silent Valley bombing? Will Andrew Parker, the incumbent Director-General of MI5 who likes to pontificate on ethics, release his organisation’s file on the Silent Valley bombing? THERESA MAY YET CLINGS TO POWER WITH THE AID OF THE DEMOCRATIC UNIONIST PARTY (DUP), AT LEAST ONE OF WHOSE MOST SENIOR MEMBERS FREQUENTED THE SAME SEEDY PAEDOPHILE UNDERWORLD AS BLUNT IN THE MID AND LATE 1970s. INTRODUCTION Last month Village described how Eric Witchell, the paedophile who ran Williamson House for orphans and neglected children in Belfast, was a key figure in the Anglo-Irish Vice Ring. There is as yet no indication that he will be questioned by the Independent Inquiry into Child Sexual Abuse despite the fact he is one of the most important living witnesses to the existence of a vice ring which supplied children to VIPs abusers. They included Enoch Powell MP and a mysterious ‘refined’ Englishman who was a visitor to Northern Ireland (NI). The victim of the ‘refined’ Englishman is certain he was Sir Anthony Blunt, the infamous MI5 traitor, paedophile and Keeper of the Queen’s Pictures. Blunt was also a regular visitor to Ireland and active, albeit at a low level, in NI politics. He had an extensive circle of friends in Ireland, many of whom were also paedophiles. In Part 1 of this article we will look at aspects of Blunt’s background and some of his more sinister connections to Ireland before turning to the intriguing allegation that he was the ‘refined’ Englishman. In Part 2 we will describe the existence of a group of children who were defiled and broken by Witchell at Williamson House with the result they became sexually compliant playthings before they were sent to Kincora Boys Home where they became fodder in an MI5 blackmail operation. According to one of the victims, the operation revolved around a series of hotels including the Park Avenue and the Europa in Belfast, and the Queen’s Court in Bangor. Independent contemporaneous notes from a British Army psychological operations (PSYOPs) officer confirm the existence of a “prostitution ring supplying boys to hotels in Belfast and Bangor” at the time. The targets of the operation included working-class Loyalists from the UDA, UVF and DUP. We will refer to one of the DUP targets as “The Wife Beater”. He was a man with connections to paramilitaries and was despised by his party leader, Ian Paisley. In Part 3 we will tell the story of ‘Charles’, another of Witchell’s Williamson House victims. In 2017 the Hart Inquiry rejected the notion that a paedophile network had operated in Northern Ireland in the 1970s with official connivance. The Hart Report is littered with factual inaccuracies and has been shredded by commentators. Charles’ account – told here for the first time – undermines it even further. A WORLD OF PAIN Many of the boys who were sent to the hotels to satisfy the venal appetites of the strangers who preyed upon them at them and sometimes in their homes; and those who were abused inside the walls of Williamson House and/or Kincora by familiar staff members, were consigned to a life of depression, ill health, drug and alcohol abuse, isolation and – in a number of cases – suicide. Very few of the victims went on to form stable and lasting relationships or have families. It is now too late for one of them, Clint Massey, who lived a lonely and isolated existence. Towards the end of his life, he grew into a courageous Kincora campaigner. Sadly, he succumbed to cancer earlier this year without ever achieving justice. It was Massey who recalled a lot of “suits” arriving at Kincora, often in the evening. “In those days, there were loads of people over from London. I have always assumed they were senior figures from Whitehall. I certainly heard English accents”, he once revealed. None of the puppet masters in MI5, MI6, the Home Office, the Northern Ireland Office, the Foreign Office or Whitehall, who were responsible for this world of pain, have ever been made to answer for their egregious crimes. THERESA MAY, A PM WHO CAN SEE NO EVIL Theresa May must shoulder the responsibility for the ongoing cover-up of this far-reaching scandal. When she was Home Secretary, she assigned the Kincora Boys Home probe to the Hart Inquiry which was not given the power to compel witnesses. Instead, she should have let the Independent Inquiry into Child Sex Abuse in London, which had such a power, deal with it. MI5 then proceeded to withhold the full truth about its penetration of the DUP from Hart and much more besides. A number of declassified files which were furnished to Hart reveal that the NIO (i.e. MI5) had informers inside the DUP. However, they raise more questions than answers. In particular, how many of MI5’s DUP informers were blackmail victims, i.e. men who were lured to the Park Avenue and the other hotels by Joe Mains, the Warden of Kincora, or his friend and fellow MI5 agent, John McKeague, to defile boys?
